This is a Swarovski pearl triple strand choker. Nouveau Boutique created it with 10 mm Swarovski white faux pearls and sterling silver components. There is a large (1.75 diameter) mother of pearl flower wired on to a stainless steel box clasp decorated with garnet and peridot beads. If you wear the clasp as the center focus piece, you can time travel back to the 70s and imagine dancing with Princess Di and John Travolta at the Whitehouse.
